What is it?
The Center of Excellence for Technical Training and Human Performance (COE-TTHP), is a consortium of leading aviation research institutions dedicated to helping the FAA revolutionize technical training practices and take human performance to new heights. Led by Embry-Riddle Aeronautical University and the University of Oklahoma, with administrative support from Wichita State University, the COE unites over 65 organizations from the public, private and academic sectors, serving as the front line of training innovation, working with the FAA to develop solutions that lead to stronger personnel and a safer, more efficient air transportation throughout the nation.
The Center explores the training and development of all air transportation personnel, including air traffic controllers, aviation safety inspectors, airway transportation system specialists, engineers, pilots and technicians.
Our focus areas include: curriculum architecture, content management and delivery, simulation and part task training, human factors, analytics, safety and program management.
At the School of Aeronautics of the Inter American University of Puerto Rico – Bayamón Campus, we are currently working the following projects:
- Air Traffic Controller Field Training Standardization
- Employee Footprint: 21st Century Approach towards Employee Development
- Managing Training Content: Including Adaptive Learning Capabilities Using 21st Century Technology

Airways New Zealand’s “Total Control Tower Simulator”, ALSIM Flight Trainer model ALX, and access to nearby airport and aircrafts.
Prof. Caroline Ocasio, MBA serves as a Core Institution Representative for the COE TTHP. She has over 20 years of experience in multiple roles in the aviation industry, airlines such as Continental Airlines, Aerolíneas Argentinas, Ladeco Chilean Airlines and aviation consulting, among other areas. Currently, Ms. Ocasio is an Associate Professor at the School of Aeronautics and oversees the Aviation Management program. She is a member of the Editorial Board of INTEResante Magazine, a unique publication in Puerto Rico, mainly focused on highlighting the research and academic efforts of the Bayamon Campus faculty members and students. Under her leadership is Girls in Aviation, an educational program to promote aviation education among females in Puerto Rico. This program was created by the sponsorship of the Jetblue Foundation.
